Google Performance Max vs Search Campaigns for UAE Businesses

The short answer

For most UAE service businesses, start with Search campaigns and add Performance Max later. Search gives you control over the queries you pay for and shows you exactly what people typed. Performance Max trades that control for reach across Google's whole network, and it only works well once your conversion tracking tells it what a real lead is.

I get this question from Dubai business owners every few weeks, usually because someone has told them Performance Max is "the future" and Search is "old". Neither is true. They do different jobs, and the mistake I see most is running Performance Max first, with weak tracking, and then wondering why leads look cheap and sales do not follow.

This is a practical comparison written from general professional experience running Google Ads for UAE businesses. I have used Google's own documentation for every claim about how the platform behaves, and I have flagged where the evidence is thin.

What each campaign type actually does

Search campaigns

You choose keywords, write the ads, and your ads appear when someone searches for something that matches. You see the search terms that triggered your ads, you add negative keywords to block waste, and you decide which landing page each ad group sends traffic to. It is the most direct way to answer the question "who is searching for what I sell in Dubai right now?"

Performance Max

Performance Max is a goal-based campaign type that runs across Google's channels from one campaign. You supply assets such as headlines, descriptions, images, videos and a final URL, set a conversion goal, and the system decides where and to whom to show them. You give up keyword-level control in exchange for automated reach and bidding.

The practical difference is who holds the steering wheel. In Search, you do. In Performance Max, the algorithm does, and your job is to feed it good inputs: clean conversion data, strong assets and sensible exclusions.

Side by side for a UAE business

How the two interact (and where they overlap)

Running both is not automatically better. Google's documentation says that if a Search campaign has an identical exact match keyword to a user's query, that keyword is prioritised over Performance Max. In other cases, including phrase and broad match keywords and Performance Max search themes, priority is decided by Ad Rank.

Google also lists situations where Search can lose to Performance Max: the Search campaign is limited by budget, the keyword has low search volume status, the ads or landing pages are disapproved, or targeting requirements are not met. If your Search budget is too tight, Performance Max may pick up some of the queries you thought you owned.

There is also third-party evidence on overlap. A Search Engine Land analysis of roughly 2,000 accounts found about 45 percent search term overlap between the two campaign types, and that Search had the higher conversion rate on overlapping terms in about 84 percent of cases. That study is some time old now, so treat the exact figures with caution. The direction is what matters: the two campaigns can end up fighting over the same searches, and Search often converts better when they do.

The branded traffic problem

The overlap issue I see most is brand searches. If someone searches for your company by name, you would probably have won that click anyway. A Performance Max campaign can quietly take credit for it, which flatters the reporting. I covered this tendency in my comparison of Google Ads and Meta Ads for Dubai businesses.

Google's brand settings let you add brand exclusions to Performance Max. Unlike negative keywords, Google says brand exclusions also catch misspellings and foreign-script versions of a brand name, which matters in a market where customers search in both English and Arabic. They apply to Search and Shopping inventory, and Google advises monitoring performance afterwards because they reduce reach.

When Search should come first

When Performance Max earns its place

The conversion quality point deserves emphasis. If a Performance Max campaign is told that every form fill is a win, it will find the cheapest form fills, and in lead generation the cheapest are often the worst. I made the same argument about Meta in why cost per lead is the wrong number to chase, and it applies here too.

Setup checklist before you spend

  1. Fix tracking first. Confirm form submissions, calls and WhatsApp clicks are recorded as separate conversions.
  2. Choose the primary goal. Count only actions that matter, not every page view or button click.
  3. Import lead quality. Where possible, pass qualified-lead or closed-sale data from your CRM back to Google Ads.
  4. Launch Search first. Use tightly themed ad groups, exact and phrase match, and a starter negative keyword list.
  5. Check the landing page. Message match, mobile speed and a clear form or WhatsApp button, as in my landing page checklist for Dubai websites.
  6. Set brand exclusions on any Performance Max campaign you add, and decide how you will treat brand traffic separately.
  7. Review the search terms report weekly in both campaign types, and exclude poor-fit queries using campaign-level negatives.
  8. Use the channel performance report to see which channels are producing conversions, and question any that spend heavily without results.
  9. Give each campaign room to learn. Avoid changing budgets and goals every few days.
  10. Judge on cost per qualified lead, not cost per form fill.

Practical limits worth knowing

Google's help documentation notes that campaign-level negative keywords are capped at 10,000 per campaign, and account-level negatives at 1,000 across all campaigns. Negative keywords also do not match close variants, so you need to list the variations you care about. For most small businesses these limits are far from an issue, but they explain why brand exclusions are the better tool for blocking branded traffic.

My recommendation for a typical Dubai SME

If you are spending under a few thousand dirhams a month on Google, run Search only. Build a clean keyword set, a good landing page and honest tracking. Once Search is producing a steady, measurable flow of qualified leads, test one Performance Max campaign alongside it, with brand exclusions, a separate budget and a defined test period. Compare cost per qualified lead between the two, not the platform's own conversion numbers.

If Performance Max does not beat Search on that measure, turn it off. There is no prize for running every campaign type. If you also generate leads through WhatsApp, my guide to WhatsApp lead generation for UAE businesses shows how to capture and follow up those enquiries so the leads Google sends you are not wasted.

Frequently asked questions

Should a UAE business start with Performance Max or Search?

Start with Search for most lead generation businesses. Search shows you the exact queries people use, lets you control keywords and negatives, and works with a modest budget. Add Performance Max once conversion tracking is clean and you have a steady flow of conversions for it to learn from.

Do Performance Max and Search campaigns compete with each other?

They can. Google's documentation says an identical exact match keyword in a Search campaign is prioritised over Performance Max, but other cases are decided by Ad Rank, and a budget-limited Search campaign may lose some of those auctions. Treat overlap as something to monitor, not something to assume is handled.

Can I see search terms in Performance Max?

Yes. Google now provides a search terms report for Performance Max at a similar level of detail to Search campaigns, plus a channel performance report showing which channels deliver conversions. You can review both and exclude poor-fit queries with campaign-level negatives or brand exclusions.

How do I stop Performance Max spending on my own brand name?

Use brand exclusions in the campaign's brand settings. Google says they also cover misspellings and foreign-script versions of a brand, which standard negative keywords do not. They reduce reach, so check performance after applying them.

Is Performance Max good for lead generation in Dubai?

It can be, but only if you optimise toward real leads rather than every form fill. Import qualified lead or sale data from your CRM, otherwise the system optimises for whoever fills in forms cheaply, including low-quality enquiries.

How much budget do I need for Performance Max?

Google does not publish a single minimum. The practical test is whether the budget can produce enough conversions per week for the system to learn from. If your cost per lead means you would get only a handful a month, Search is the safer starting point.

The short version

Search captures demand you can see. Performance Max extends reach once the system has good data to learn from. Start with Search, fix your tracking, then test Performance Max with exclusions and judge both on cost per qualified lead.
